Since pasture can be expanded to future civs as well, I’ll save pasture bonuses for them. I don’t mind existing civs also getting Pasture but that requires another change on the building.
My suggestion would be -
Tanguts = Herders work faster.
Hephthalites = Pasture techs are free.
Gokturks = Pasture is cheaper.
If you want to stretch, you can get even more bonuses like -
- Pasture techs are more effective.
- Herders generate gold.
- Pasture lasts longer. (Already works for Tatars)
- Pasture animals have more food.

Pasture are mandatory for : Cuman, Hun, Mongol
Pasture technology can be researched in pasture instead of the mill.
He make good reskin with african hut, granary, other animals : sheep, llama, camel, etc.

Pasture have more HP as a civilization bonus for the Cuman (like the palisade)

Villager can shot arrow for the huns and maybe removing the ability to build stone wall at the same time.

Some civilization oustide the steppe can have them : Fins (with reindeer), some sahelian civilization, swiis with cow, tibetan with yack
Maybe some civilizations can have both like the Tatars who were settled in the time of Tamerlane but have significant nomadic root. Berber, Swiss and Tibetan can have both.
