Its supposed to be x2 vs heavy inf after the change, up to x3 with CIR and no multiplier vs any other inf in volley mode - exactly like a skirmisher. Atm CIR is adding x1 vs all inf because nizams had a base of x2 (x3 with CIR) vs all inf in volley mode before the change.
