In order to better defend, springal emplacements should pierce through multiple enemy units, like the springald in the siege workshop. In the imperial age, springal emplacements were almost useless against fully upgraded enemy units, especially infantry and cavalry. That would be better balancing for the civilization that has no access to building a fortress or castle.

i think springald emplacements are meant primarily to deter fuedal age aggression but yea they really fall off in imperial big time. Even the cannon emplacement is a questionable investment. The exceptions are relic loaded towers (HRE) whos cannons become devastating.
If you want a more effective outpost weapon, the byzantines can load it with a mangonel which remains effective the entire match.
But civs like Japan/ottoman/arabs whos outpost has litterally no perks do tend to suffer greatly, in which case the outpost is nothing more than a villager retreat. i think it best for those civs just to save the stone for a keep instead.
Fun fact, Rus towers cant even be outfitted with cannons
