The japanese card peacetime fishing doesnt affect the rate of canoes (can be built, when having a Trading post). When getting sufi allies on borneo and getting the maratha boats, they do get affected though.

Here’s the steps to reproduce the issue:

1. Start as japanese on Saguenay (or any american map with native allys and water)
2. Build some canoes
3. Send peacetime fishing.

The gather rate should increase, but it doesnt
