No information is the policy of this game publishers (I couldnā€™t say game developers as they are not in charge of any announcement).

My personal guess is November anniversary patch.

Probably dont wanna release it with aoe 4 dlc, it may drop salesā€¦ you may expect a release in December and an announcement in early November

Persians rework should be independent of DLC. DLC might come next year while new Persians can be added in November.
