The peruvian legion (revolutionary with the card of the same name that give them a grenade attack) are not counted as grenade soldier, that’s a little bit strange, don’t you find?

Maybe it’s because of balance? if they counted as grenadiers they would be affected by grenadier cards and buffs.
Grenadier are not the only grenade soldiers.
Malta firethrowers are grenade soldiers, like granaderos, and they don’t get buffed by grenade launcher card.
Grenade soldier tag allow units to benefit from arsenal fire grenade or portuguese arty hp card.
Maybe it’s intended to not buff them too much yes

In that case I see no problem in asking them to add the tag of Grenadier Soldier.
PS: would it be the tag or would it be the label?
