Plan of Ayutla does not enable Revolutionaries

Plan of Ayutla allows revolutionaries to be trained in larger batches and to be cheaper, but doesn’t enable them in any building, nor does Mexico have any way of creating more Revolutionaries by the time this card is able to be sent in age IV (Both California and Texas cannot create them).

To be fair it does enable 10-batch Californio training at discount cost but you’re right that the tooltip is incorrect about “Revolutionaries… may be trained”.
