Playstation 5 Family Sharing DLC Bug

Issue: I bought the game on one account but want to play it on another. On Playstation this is doable through the Family Sharing feature. Every other game works perfectly well with this, including the other titles in the Age series released on the console, and I can boot up the base game of Age of Empires IV on my second account, but currently all DLC is unavailable despite buying the premium edition.

In an attempt to resolve the issue I deactivated and reactivated family sharing, and restored licences, none of which worked. I could not find any indication on the Playstation Store that this game is different from the dozens of games I have played where DLC is part of the family sharing feature.

Trigger Event: Trying to play any of the DLC content with a non-purchasing account, even though family sharing is enabled.

Repro Steps: 1.) Buy the game on one account. 2.) Then attempt to play it on a second account and load up a DLC mode like the Crucible. This issue is present every time I have tested it.
