I’m sorry but this is terrible advice. 16GB of RAM is fine. Look it up.
And yeah GPU choices like RTX 3060 12GB or 6600XT are great. The latter is cheaper and faster.
Seriously, you do not need 16GB of RAM. You really, really do not.
I’ve played the beta with 0 incovenients with all at max settings and this is my PC specs:
Ryzen 5 3600
GTX 1660 Super 6 Gb
16 Gb RAM at 3000 Mhz
Basically, should be enough to play it at max setting at least, at 1080p.
16GB of RAM is fine now. But more is better. I am pretty fine with my 128GB RAM now. I can launch some games from RAD Drive alone for example. Also Firefox alone consumes 8Gb of RAM some times, of course with a lot of tabs. Not counting other apps at all.

6600XT, benchmarked alongside similarly capable cards:
Conclusion: 3060 or 6600XT are similar in performance and temperatures.
Slightly dated, but nvme vs SATA SSD speeds (very similar basically):
Conclusion: NVMe and SATA are close, with often milliseconds in favor of NVMe

As usual, all recommendations for parts are heavily depending on what you wanna do with your rig. AoE4 as a main game is not rly demaning, however buying parts for a game alone is not really the best idea either. Also your target resolution/framerate is an important information that you dont even mention once.
3060 is superior in every aspect. This is purely a price decision, however 6gb vram are kinda lacking for upcoming games especially if you want to game on higher than 1080p so it would be smart to pay the extra bucks for the 3060 even if the price situation and the availabilty are kinda bad right now.
16gb are really enough for now and its quite easy to just add extra ram if needed. I would opt for 16gb ddr4 with a decent clockrate and if you rly need more just buy some sticks later.
If you ONLY play AOE4 the cheapest options will do fine.
My comp is total overkill and I was mining Ether in the background while playing AOE4 on ultra. It used maybe 60% of the 3060.
It is not bad, but if you can you need to put another ram stick of 16GB and another SSD dedicate to a games and other types of software.

I’m just thinking GTX 1650 4GB is not so bad and I have 16 GB of RAM so we’ll see … maybe in the next beta test it will allow textures for everyone.
If you are buying new GPU for sure go for more than 4 GB though.

If you have the opportunity to find an RTX 3060 on the market, go for it.
It will come in handy for a lot of other new games, unfortunately the GTX 1660 is not the best choice, this is a very strange video card, I would choose the GTX 1080 ti instead, but the best option would of course be the RTX 3070.
I play on a 4 year old gaming laptop graphics where not a problem for it I was able to play on high graphics with little lag, I did however have to upgrade the ram to 16 gb. fyi I played this on the laptop because my brother never upgrades his cpu so my older laptop is a good base line for his cpu specs, vs my tower which is upgraded every two years.
