I have tried the retold beta and played 1v1 ranked.
However, my frames were at about 40-45 constantly.
My pc is not exactly the best anymore, but should be good enough (I guess?!?)
cpu: xeon e3 1231v3 (basically an I7 4770)
ram: 2*8gb ddr 1600mhz cl9
gpu: gtx1070
The gpu and cpu are running on very low temps, so thermal throttling is not an issue.
Ingame my fps are, as I mentioned at around 40-45fps, but my cpu/gpu usage is incredibly low.
I did not have these problems in aoe3de or aoe4.
Is this a known beta problem or am I alone with this?

Multiple people reported that their performance was worse compared to the Closed Beta.
I only noticed a very small reduction in FPS myself.
In Aoe4 I have more than 100 fps, in Aom barely 50 fps
You probably can’t expect the same performance as AoE4, even AoE3DE already performs worse. Of course it always depends on the settings. AoMR introduces Ray Tracing so it will clearly perform worse on absolute max settings.
But you should probably get more FPS once they fix whatever caused the game to get worse.
If we are lucky we get another beta in 2 weeks (considering that the main release is in essentially 4 weeks when you consider the 7 days advanced access for Premium).

Here you can see more than 100 fps but I hope the game doesn’t ask me for a 3080 like the one it has.
As you can see, I only have a 2060
My performance has improved noticeably since the beta.
I can easily get very good FPS on everything Mythical (no Ray tracing) and I have not encountered any situation where my FPS tanks.
I have not tired a 12 player match yet though.
I have an R7 7800X3D and a RX 7900XTX so I get good performance in almost every game but AoE games can lag me out if massive armies are fighting each other.
