Possible bug- AI not building TC in a nomad start maps like Eurasian plains and Plymouth

AI not build TC in these maps an as such unable to build Towns and armies. They just start by hunting and end up being left behind.

Am I the only one having this issue?

Something’s wrong with them constructing buildings in general. I saw one with 2 factory wagons just chilling in its base.
