If you first defeat the Roman Army before clearing the Haraclea camp, all remaining Roman Army soldiers on the map bug out and freeze. If you then destroy the Haraclea camp, the game bugs out and doesn’t award you victory.

First, the remaining army on the map shouldn’t freeeze. Secondly, once you do destroy the Haraclea camp you should be awarded victory.

ISSUE EXPERIENCED
If yellow becomes your ally, and their town center is subsequently destroyed, red (your enemy) resigns as if yellow’s town center was their own. Red and yellow are enemies in this scenario.

Here’s the steps to reproduce the issue:
Play Pyrrhus Campaign Scenario 3 “Pyrrhic Victories” in Return of Rome expansion
Clear out the Red soldiers guarding Yellow (Samnites) base, making Yellow your ally
Immediately leave Yellow’s base. If Orange attacks them and destroys their Town Center, Red will resign once Yellow’s Town Center is destroyed.

Maybe Yellow resigns? But Red is not supposed to until you defeat ther army/destroy their base

You can see in the image that Yellow’s TC has just been destroyed and Red is resigning; yet if you look at the map, you can see Red still has units to the South and I haven’t even been to their base in the North yet.

This is a save file from a minute or two before Orange destroys Yellow’s town center. As you will see, Red will then resign.
@Felizon89, two major issues affect the Pyrrhus of Epirus Mission 3 scenario:
First, the objective “Defeat the Roman Army” does not trigger, even when the Roman player is marked as defeated in the score panel. This prevents the scenario from being completed.
Second, several Roman units and a dock are placed far offshore. The player has no access to ships, cannot build docks, and allies do not allow dock construction nor usage. Villagers are also unavailable. Ranged units cannot reach these enemies nor objectives due to distance, making it impossible to eliminate all forces and finish the scenario.
Additionally, if the Roman Army is defeated before clearing the Heraclea camp, all remaining Roman units freeze. Destroying the camp afterward does not award victory.
