REALLY unplayable stuttering after some gametime/quantity of units

basically it happens in a 1s window after there are alot of units on the map. units are clearly stuttering every 1s while game is running smoothly at 100+ fps.
its really weird, the game is running normally, it doesnt freeze or anything, the units just stutter like im playing at 3 fps.
it doesnt matter if im playing the game at the LOWEST possible graphics, it still happens.

its not a hardware problem.

ive tried:

*limiting the fps in game and in my GPU software and using vsync;
*desabling various configs in the game options, nothing worked;

its really unplayable

What are your PC specifications?
What is your OS configuration?

Did you update the drivers of graphics card/BIOS,Chipset, Motherboard?
Have you Vsync/Freesync/G-Sync disabled?

yes, everthing is updated. this only happens in aoe4, its my first time playing, so i cant say it happened after X update.

vsync and freesync enabled both in amd software and in-game, i tried locking it at 30, 60 and 120 and doesnt fix it.

I also have AMD on both GPU and CPU
Try disabling both V-Sync and FreeSync
In addition to Fluid Motion Frames, FSR and other AMD Adrenalin Software technologies

For example, Radeon Chill reduces power consumption as well as FPS

i also tried using Chill, but didnt seem to work, but will try the rest

tried everything but didnt seem to fix it, unfortunately, was really looking forward to play but its unbearable

i will record a bit of gameplay to show you exactly what is happening

its kinda subtle, but you can feel the little freezes

Did you tune down Game Graphics Options?
Also please select Low Quality on Music/Audio

I just did a PC build for someone AM4 as well, but I used a 5500x3d with 32GB of RAM but the GPU is NVIDIA RTX 3060 Ti. Everything runs fine until mid/late game and then every second or so it stutters especially when moving the screen around the map. I made sure to do this test on a gigantic map with 7 Hardest AI players to use the most resources, but CPU doesn’t go over 60% and load is spread over almost all cores, and even with graphics settings turned down the GPU load can be low and there’s still stuttering. At first I was wondering if it was due to my memory timings and XMP profile. I updated the BIOS and it defaulted the RAM back to low 2133mhz settings and things seemed to work fine, but then I put the XMP profile back on to 3600mhz, and it started to stutter, but even after turning XMP off, it’s still stuttering, so I’m not sure what the issue is. I might try taking 2 RAM sticks out…or I’m chasing ghosts and this game is just bugged on AM4. On my other AM5 PC it runs fine.
