If you have Italy on your team and request the card that grants the Lombard Bank, researching the “Red Sea Wagon” technology allows you to build Lombard Banks using the Red Sea Wagon’s construction wagons.

Here’s the steps to reproduce the issue:

1. You need an Italian player on your team with the Lombard Team Card.

   

2. Access to technology for Red Sea trade, It can come from the Sudanese native settlement or from Ethiopia’s age-up with the Sudanese.

EXPECTED RESULT

^{What was SUPPOSED to happen if the bug you encountered were not present?}

When requesting Red Sea trade, you can build up to 5 Lombard banks with any civilization using the wagons.

In the “War of Empires” game mode, this process ends up enabling every wagon to construct lombard banks.
