Regnitz Cathedral still cannot use Emergency Repair, despite being within TC influence. This bug has been present since launch. I know I even reported it myself half a year ago (along with Elzbach Palace also not being able to repair, but that one at least got patched (I think…?)). This really needs to be fixed. Its ridiculous the devs took the time to nerf Regnitz Cathedral, but have left this known bug in place this long.
