After sending Advanced docks the shipment is available in your deck again, but it will fail to send a second time when it arrives, this seems to happen with all revolutions featuring the card.

yeah you cant send the same upgrade twice. totally normal behaviour

look again, the card is available to send even though it has been sent already. Advanced dock is already active in the pictures.

yes, if you had send it before ? With your normal civ

no, the deck of my normal civ didn’t have the card, but even if, the cards should be greyed out marked as already sent.
