There is a new issue with right click for units and buildings that started after the latest patch.
For units such as settlers, if the right click is close to a TC but not on the TC, it will still garrison the settler.
See this picture, you cannot see the cursor but it is located at the top left of the message.
Notice how far away it is from the TC.
Also, it’s impossible to set up a rally point (via right click) for a building too close to the building.
If you do that then the rally point will be on the building itself.
