When the difficulty is set to Easiest, the AI in regular AOE2 (i.e. medieval era) builds a max of 5 military.
However, in Return of Rome, the Easiest AI builds far more. In a recent game, it built 42 military!
This also appears to happen in higher difficulties, but I have not thoroughly tested it.
A similar problem happens for max Villagers: high of 9 in AOE2, high of 26 in RoR. But that’s a lesser impact since the military is what ultimately will make the game difficult for other players.
How often does the issue occur? CHOSE ONE; DELETE THE REST!

Here’s the steps to reproduce the issue:
- Switch to Return of Rome mode
- Start a new Skirmish with the AI set to Easiest
- Let the game play out.
In the attached replay, I went for a Wonder victory and sent a token unit or two to harass the enemy (and accidentally made Yellow resign, but Green got to 42 units).
What was SUPPOSED to happen if the bug you encountered were not present?
The number of units trained between Return of Rome and normal modes are similar. The AI will train very few (about 5) on the Easiest difficulty, and a proportional number for other modes.
