I think that is intended as they are thought to kill skirmishers, not HI

That was my own thought, but I am unsure because of their compendium page

yeah CIR has a different effect on counter skirmshers, they all get a boost the the light infantry multi

Perhaps it is CIR that needs a bit of an update in description then.
