I think the horse archers should be avaible in the second age. Rus specialise in horse and this unit is weak in late game, only in a gold shortage situation is a reasonable choice. The other idea is to add them extra bonus vs villager like it was in aoe3.

In that case, maybe if it was tied to the Golden Gate landmark, that way you couldn’t go full early HA aggression without skimping out on safety at home as well as push potential.
