When navigating the Home City Edit Menu, the game asks to save changes to the Russian city even if no changes made

Here’s the steps to reproduce the issue:

  1. Open the home city menu
  2. Click on the Russian home city
  3. Click a different home city

The game would not ask to save changes if no changes were made
