ISSUE EXPERIENCED
Revolting to Napoleonic France while having Sanculottes in Queue adds up population without actually spawning Sansculottes.

REPRODUCTION STEPS
Here’s the steps to reproduce the issue:
- Revolt to Revolutionary French
- Queue some Sansculottes (keep queueing while revolting)
- Revolt to Napoleonic France
EXPECTED RESULT
No population should be added when revolting to Napoleonic France with Sansculottes in Queue.
Something that I found out.
No BUG gets triggered while revolting to Revolutionary French (
Any Villager type unit triggers this BUG for Napoleonic France (I tried to replace Coureur with Settler and it also triggered this BUG).
Removing the AbstractVillager flag from Coureur/other Villagers IN PROTO (not in TechTree) actually fixes this BUG.
Yucatan and Maya don’t trigger this BUG if they have Settlers/Coureurs.
Making the DERevolutionFrance revolt to DERevFranceNE does not trigger this BUG.
So I think this BUG is caused by DERevolutionFranceNE or DEHCREVNE. Any other Revolution doesnt trigger this BUG.
