Save Game Rehost \ Trade Monopoly gets enabled, crash if someone clicks it

I am guessing this mostly applies to treaty. If you rehost a save game file because someone crashed, upon rehosting Trade Monopoly option will appear even though it was disabled when originally hosted. If someone clicks this button, the game will crash for everyone.

Here’s the steps to reproduce the issue:

1. Someone crash and rehost save game file
2. Click the trade monopoly button
3. Crash

EXPECTED RESULT

Trade Monopoly should remain disabled when rehosting the save file.
