Game crashes (bug splat) when using the Water Tool if Paint Area is checked.

Repro Steps:

  1. Open scenario editor.
  2. Open Water Tool
  3. Create a body of water.
  4. Check the Paint Area box, apply to water.
  5. Game crashes.
