Set gather point cursor is not indicative of where they point

A change to expected gameplay for no reason (that also has no benefit) should be considered a bug.

Set Gather Point hitbox/mouse cursor bug

Game Version: Build (101.101.33164.0 4413571) Platform (Steam) Issue: When setting a gather point (eg from a tc to ungarrison a villager onto a sheep/deer/boar) the hit box is no longer at the base of the flag poll.
