Ships that arrive by shipment do not spawn correctly

ISSUE EXPERIENCED

When sending a shipment of 3 or 4 from Privateer, most of the time you will receive one or two less.

FREQUENCY OF ISSUE

• 50% of the time / matches I play (FREQUENTLY)

REPRODUCTION STEPS

Here’s the steps to reproduce the issue:

1. Choose a native civilization for example, on a map of Water, for example California, place the Privateer in your deck.
2. Place the flag in a place with little space.
   3.Send in the Privatters.

EXPECTED RESULT

I guess what happens is that there is little space in the water to spawn all the boats, therefore it always spawns one or two less.
