Revolutions should disable Settlers from a civ.
But revolting with spain to Mexico lets you still gain Settlers.

Here’s the steps to reproduce the issue:

  1. Ship Homecity card : Viceroyalty of New Spain
  2. Build the 2 Haciendas
  3. Set them to produce Settlers.
  4. Revolt to Mexico
  5. Gain Gauchos, settlers ( From hacienda )

:point_down: What was SUPPOSED to happen if the bug you encountered were not present?
Hacienda should not be able to spawn Settlers, once revolted.
Hacienda should gain ability to spawn Citizen ONCE the homecity card has been send.

Thanks for your report! This will not be changed. Mexicans can also gain settlers during revolutions from Haciendas in the same way. :+1:
