When you ship the “Army of the Three Guarantees” after revolting to Mexico as Spain, the Soldados received from that shipment are different from the ones spawned from the Hacienda who normally have Guard-level stats. Instead you get a bunch of base-stat Soldados.

Here’s the steps to reproduce the issue:
- Start game as Spain
- Revolt to Mexico
- Ship the “Army of the Three Guarantees” card and observe the Soldados
EXPECTED RESULT
You should get Guard-statted Soldados from the shipment “Army of the Three Guarantees”.
