Spy unit should be made more effective against Native Warriors

Ninja and Ninjutsu-Zukai units have a 5x multiplier against Native Warriors. Previously, the Spy had a 4x multiplier against Native Warriors. Now this multiplier is not available. The Spy should again be given a 4x multiplier against Native Warriors. Thus, some civilizations will be able to fight more effectively against civilizations where Native Warriors are strong, such as France, Mexico and Ethiopia. The Spy may become more useful.

Alas, it’s 2024 and we no longer have treacherous game mechanics such as European units countering native warriors and native Americans mining.

I think the anti-native units should be the outlaws, as @M00Z1LLA suggested.

I think that would make more sense, since the spies had very specific tasks. And at the same time, it would give the outlaws an additional purpose.
