there is an “upkeep” value in attribute editor that does just this if i do recall correctly
In Total War, you have tons of time to manage your economy between turns. In RTS games that is not possible.

This is more something for a grand strategy game, wasting resources on units only to turtle and do nothing with them is enough of a punishment on its own as your not investing those resources into economy, nor are you utilising them.
