Cant close out the " report player " button while ingame.

REPRODUCTION STEPS
Here’s the steps to reproduce the issue:
- Go to " Diplomacy "
- click " report player "
- Get stuck and alt +F4 out of the game
EXPECTED RESULT
Reporting a player.
ACTUAL RESULT
I got stuck and had to alt + f4 the game.
