I’m having some issues like audio and video stuttering while playing Age of Empires Definitive Edition on a simple mission of campaign mode.

16 GB RAM DDR3

Hay, the system requirements for the game are not really precise, tho
I remember that CPU when i had build my first PC.
Let me put it like this: The Phenom2 was one of the worst AMD cpu´s ever made, Please try to save a few bucks, and grab yourself a new pc.
A Pre-build would be more than enough, doesnt need to be expensive
