Subartu campaign counts Hurrians as allies for victory progression even when they no longer are

Admittedly a minor oversight/bug but when the Hurrians in the last Akkad scenario - Subartu turn on you, any ruins they capture continue to count as allied ruins even though you’re enemies now and you’re supposed to take them back.

Here’s the steps to reproduce the issue:

  1. Play the game normally, if the Hurrians do take any of your ruins, the bug occurs (which happens somewhat frequently as they occupy the left side of the map).

:point_down: You’re supposed to fight for the ruins with the Hurrians rather than them capturing the ruins counting for progress.
