ISSUE EXPERIENCED

When playing a map with the Sudanese, there is a tech that reduces the cost of mills and estates. This erroneously does not discount mill and estate wagons at the State Capitol

FREQUENCY OF ISSUE

• 50% of the time / matches I play (FREQUENTLY)

REPRODUCTION STEPS

Here’s the steps to reproduce the issue:

1. Play as the United States

2. Play on a map with the Sudanese natives (like Nile)

3. Ally with the Sudanese and research all techs

4. Notice that wagons at the State Capitol do not have a discount for mills and estates

EXPECTED RESULT

The discount should apply to the wagons, like how it does for the Cree building discount
