Sudden Death Cumans can make 2nd TC

When playing with Cumans with the Sudden Death game mode they are able to build a 2nd TC if the game has a Nomad start.

Here’s the steps to reproduce the issue:

1. Pick Cumans as your Civilization
2. Choose Sudden Death as the Game Mode
3. Choose a map with nomad starts (Nomad, Pilgrims etc)
4. Build First TC
5. Advance to Feudal Age
6. The ability to build 2nd TC is available

Cumans shouldn’t be able to build a 2nd TC on Sudden Death

Hello! I do a lot of Sudden Death Lobbies and i would appreciate it a lot if this problem was solved!
Its still there - only in games with a nomad start! Everytime somebody is lucky and gets the Cumans i have to tell all the others to attack this player because this advantage is too big
