In fact, I think that if Germany is now more in line with the Austro-Hungarian Empire, it may need to add a little Balkan elements, and it would be more appropriate for Prussia to appear as an infantry power.
In fact by their current standards, if they want to, they’d put Prussia and Austria directly into the game along with Vikings (with berserkers, a quick research shows Vikings are surprisingly colonial. They even held colonies in America) without changing any existing civ

Some Bulken civs could be cool. I think the devs in recent past were going for Germany as kinda a “Pan-Germanic Empire”. As people have pointed out however, only minor changes would be required for Germany to simply be Austria (and maybe it should have been). I would suppose Austria wasn’t included originally because they had essentially nothing to do with the New World (I guess that’s not too unreasonable). Germany had a colony at some point, I believe in South America, and I believe Hessian Jaegers fought for the British in the Revolutionary War.
