prior to incas DLC (with 3K and Alexander the great), military units ability conversion still working with Sun Ce hero unit, now it no longer works.

Here’s the steps to reproduce the issue:

1. no mod required, create a new/blank campaign

2. give yourself Sun Ce hero unit, give enemy a war elephant

3. try test it and attempt to convert, watch Sun Ce attack enemy instead of converting
