Taunt sounds not playing in multiplayer game lobby

Issue:

Chat Taunt sounds do not play in multiplayer game lobby when triggered. They do play while in match.

Trigger Event:

Use any taunt in multiplayer game lobby via chat.

Repro Steps:

  1. In a multiplayer game lobby chat invoke any taunt by entering its number in chat (such as 999).
  2. No sound is played.
