TC techs gets queued behind Age-up instead of villagers

For example:
We have 4 tc, 3 tcs are queuing villagers, 1 has imperial age queued
select all tcs → research hand cart → it will get queued in the imp tc (after imp)

I’m pretty sure that was long ago fixed but recently this came back, am i wrong or?
