Tech tree stuck on Free for archer armor upgrade after playing as Korean

To reproduce - start a single player game with Koreans. Quit the game right away. Create another single player game. In the lobby tech tree, all civilizations archer armor upgrades now say Free.

Also, even in multiplayer lobbies, archer armor upgrades say they are free for ALL civilizations

Can you fix such an error by closing the game down?
