The battle of Yorktown: Am I supposed to get monitor warships?

I am wondering if it was a change in the game scenario, because, if I remember well, I used to get monitor ships to destroy the fixed guns in this campaign scenario. Now, I can still win the mission, but I can’t do the secondary objectives with the only warships I get, they get destroyed almost immediately once in reach of the guns.

The scenario is exactly the same as in the original “Age of Empires III” before the remake. At least on hard mode anyway, you don’t get monitors until after the shore guns are destroyed. The only hope is to land troops on the shore to physically capture the shore guns.
