TL;DR: An overview of the civ, the current changes being considered, and some ideas to make the civ more viable or feel better. Among those, especially that Flemish revolution could only apply to garrisoned villagers.
Or flemish revolution could affect villagers within the “bell” range (so villagers at mills or lumbercamps far away are not affected)
That could do it as well. Some people like the design of the tech and that would have the advantage that if you want to convert all of your villagers to militia you still would be able to do it without any trouble, compared to having to garrison them.
Still, I think it will be easier to control if it worked just for garrisoned villagers.
