Here’s the steps to reproduce the issue:

  1. Start a game as Russians or Swedes
  2. Revolt to Finnish
  3. Ship the “Turku Academy” card

The Finnish revolutionary card “Turku Academy” should give Explorers a Heal ability as it indicates in the description.

Also, the Explorer forgets all abilities except Formations and to build somthing. I checked this quite a while ago, but it hasn’t been fixed yet. The developers should pay more attention to bugs in Revolt Civs.
