If you play against the Teuton AI in game, it’ll pick HRE emperors as its player name… in the in game campaign, you’re playing as one of the HRE emperors. In many of the campaigns, when your opponent is the HRE, they are represented by the Teutons. Teutons probably make more sense than calling a civ the HRE, because you can also use the word Teutons to represent smaller factions within the HRE.

Yes, that’s true. I expect 2 but maybe we’ll get 3 to get to 40. Thing is, I would know how to design an expansion pack with 3 civs in terms of architecture distribution, especially with a limited theme like Dawn of the Dukes.
1 Germanic, 1 Eastern European and the other? Maybe 2 with a new architecture and a third one with a already existing one, but why not actually do 4 then like “The African Kingdoms”.
