The Italian “Trattoria” homecity card, which provides 3 taverns, cannot be sent because the build limit has been reached. However, this is impossible, as this card is the only way to obtain taverns. This error was not present before the Baltic Powers update. I experienced this on any map i tested and in supremacy as well as in treaty.
