The Saracens tech tree still displays Madrasah in the left panel and not counterweights, attached a screenshot.

Unfortunately this is not the case for me, make sure you have disabled any mods, and verified your game files

That was an issue with my mod. I have updated it now.
Was quite busy so didn’t have time.
