There are 2 different Irish Brigadier unit

Irish brigadier sent from maltese home city are different from the one you get in tavern

The normal one has 1 pop and less HP and less stats while the Maltese home city one cost 2 pop and has slightly more stat

The maltese one also doesnt have the promotion thing
