This Cherokee improvement does not affect African improvements for cattle. Is that on purpose?

It is supposed to affect all economic upgrades in the market, crops and docks, however there are 2 African upgrades that are not affected.

The Cherokee Basket Weaving upgrade does not affect the African market upgrades focused on improving livestock. In other words, it does not remove the price of wood for the Cow Loan and Transhumance upgrades.
