I am wondering if the wiki is now out of date after a patch, but the only way I can see to get three factories is revolting to California as the Mexicans. It looks like the South Africa cards are incorrect on the wiki and they only have one factory card after revolting, and it’s one the Dutch and British already have access to, so unless I am missing a tech or a card, is it correct that California is the only way to get three factories in the game in its current version? Thanks!
House of Hanover can get you a 3rd with the Victorian Era tech but it’s really expensive. It can also be pretty good for civs that can’t normally get a Factory.
Maybe decrease that tech cost for civs with no factories ?

I play few more civs, they just have better limelight, coz all of them are pretty famous ones so. Its upto me to rise for the main civ. Doesnt mean I dont care about others.

Three Factories - ES planned to do in the TWC, but for some reason they refused.
That would make it a major balance concern for some civs. There’s a reason it’s so expensive.
