Thunder storm power cannot be thrown, sound like if an isis statue were there, cant know why

Issue:

i can trow thunder age IV power thunder storm in some places near the town center i dont know why.

Trigger Event:

People throw some godpowers then it block it but about 20 secs after those god powers are thrown, sometimes i just cannot throw the power near a town center

Repro Steps:

  1. test throwing thunder storm near town centers (sometimes it gets blocked like if an isis statue were there)
  2. (Indicate if you were able to reproduce this, to help us identify frequency of the issue) I cannot reproduce it.
  3. need testing
